What is the primary purpose of a sanction?

Answers:
If you mean sanction as in a court sanction during a proceeding, it is in order to punish you for some action or inaction. For example, if the court told you to produce documents to the other party during a certain time frame, and you did not, they could hit you with "issue sanctions", which would be to exclude certain issues you were promoting in your case as a punishment for you not doing as you were instructed. Or there could be monetary sanctions, like a fine.
