How to inform the council if a person ask you for a brown enveloppe?

I'm living on board on a vessel located in a council-owned basin.
The Marina manager use to receive amount in cash without sending any receipt ( if you see what I mean ). How can I inform the council of this practice.

I don't know what the laws are where you live, but here in America you would simply go to the police and make a report. However, you might just end up in the street if he doesn't get convicted, or you might find your rent being raised if a proper management person gets put in charge, so think carefully before you do.
Forget the council, report it to the Police.
Check out what you are dealing with first, there maybe a reason for this!!
Report the little scrounger to the Inland Revenue. They have a phone number to call for just such a report (0800 59 5000). Its completely confidential.
I applaud you for shopping a sponger. Despite what that retarded guy said above, these people are not paying any tax and costing the rest of us a bloody fortune.
