Who officially determines if someone is handicapped? Does it just take a note from the doctor?
I had an injury that prevents me from standing for any period of time, or running. I wonder if I am qualified for government assistance and educational breaks.

You would need lots of written medical proof, and a lot of doctor visits, for someone in the medical field to deem you 'handicapped.' Possibly from more than one doctor. "Handicapped' is a label that doctors give to people who have no hope of working and supporting themselves throughout the rest of your life. At this point and time, if your injury is long term, and you can still drive, your doctor may be able to give you a temporary handicapped parking permit. But the doctor decides if your injuries are that bad.
Be ready for vigorous testing.
See your Doctor. They'll know. I would think if your injury were severe enough for assistance, your doc would have already put you in touch with the right folks.
You can get disability for being stupid, so I would talk to a doctor. But I would look for a job that would allow you to sit. There are many out there.
