Is my instinct right with this that he likes me?

Whats it mean if a guy that kissed you a couple of years back did this recently?
moved from side to side (nervousness) while making eye contact with the girl (he is about to be served by the girl at the shop) and says hi- never said hi before while same girl would serve him.
And
on a night out he makes eye contact with the girl while drinking his pint. also he made eye contact with her when she was leaving the place

Sounds like he is too shy to approach you. Or possibly, he wants to, but is in a relationship and can't.

Either way, you should take the initiative and talk to him first. That is, if you like him.
The only reason I feel this question should be in this section is if it was Bill Clinton who kissed this girl.
It means he was trying to make eye contact and not be rude, but her assbreath prevented him from standing still.
And
He was wondering exactly how many pints he'd have to drink before he took this girl home, without caring what she looked like.

The only way you will know is you ask him. You might have read the situation wrong (he might have been thinking about something else entirely) or you might be spot on.

If you went out with this guy and he started making eyes at some other girl while on his date with you, I think you should probably decline his next invitation to go out. He obviously has a wandering eye.
If, alternatively, he was on his own and deliberately came into the shop where you were serving and acted in a rather skittish way and then deliberately made eye contact with you twice, when you happened to be in the same pub, then yes, I would say that he fancies you and since you obviously fancy him, you could treat him to one of your extra special smiles next time you come across him! Careful, though -- what do you know about him? He could be a married man!
