Is it legal to put fliers in people mailbox. I'm trying to start a lawn care business?

You can do 2 things:

1- go to the post office and ask for permission to do so

2- Go to your local newspaper and see if they will insert the flyers into the paper w/other ads.

No. Only the mailman can put anything in the mailbox and if you stick something in there and he's a jerk he can report you. Better to stick the flyer to the person's front door. That's legal, but watch for "no soliciting" signs which are meant to deter you.
Can't put them in the mailbox without correct postage, you can put them on the door, door handle, with tape, or rubber bands.

But if someone reports you for putting it in their mailbox you will hear from the Postal Service.

No, the US postal service owns your mailboxes. It is illegal to tamper with a mailbox in anyway. If you want to advertise your lawn care business just stick your fliers on people's porches or through the crack of their doors. Good luck with your business!
I did the exact same thing a few weeks ago in my neighborhood... nobody seemed to mind. (Although I'm not sure if it's legal or not)
Do not put it between the flag and the mailbox. Then it's just another piece of junk mail that people have to throw away. Also do not put it in a plastic baggie with a rock and throw it on people's driveway. That's really annoying too.

Get a few people and do their lawns for free, then ask them if you can put a snipe sign in their yard. You can build up some business that way rather than annoying people by putting more junk in or around their mailbox. Most of them won't call you anyway, we get that ALL the time where I live.
