In what way can running a private business help a government official in the performance of his/her duties, depends on who will run the business, if a government official himself or herself will run a private business on her/his time then he is depriving the government of the quality time he/she should be imposing in the work for the government. In the premises that YOU CANNOT SERVE TWO MASTERs is the best example to quote, you cannot serve the government in full with the quality work you are rendering while having a business of your own, either you throw one and love the other.
It is either you choose working with the government or have a private business of your own, you cannot have both ways. You cannot have everything in this world.
