If i was a victimn and didn't want my loving parents to know the violent stress i was going thru, can the?

police tell them! because a neighbour of theirs has and i am not sure its right

Answers:
No, the neighbor cannot do so. That is a breach of his ethical duties. However, your victimization IS public information if you are over 18. I suggest you report his actions to the police department. They will NOT be pleased with what he has done.
