Any vehicle licensed and operated in the USA must pass emissions laws. Also, most states have a law which states that a vehicle exhaust may be no louder that the exhaust which came on it from the factory. The "excessive exhaust noise" law prevents replacing the stock exhaust with straight pipes. Most law enforcement officers will give you a break if you have aftermarket mufflers to enhance the sound, but I know of none that will let straight pipes be used on the street.
Leave the straight pipes for the track or offroad use, and keep the catalytic convertor and muffler on your vehicle.
As long as it passes emissions, you can have whatever exhaust you want. A friend has a 5L mustang with the straight pipes and it consistently passes Virginia inspection and emissions.
While Police running around with decibelmeters is uncommon it is pretty obvious when something is putting out more than 85 or so decibels. Any car(or motorcycle) with straight pipes will exceed this. I had an old Harley with drag pipes and got ticketed in Texas a few times for no baffles.
