If we adopted a universal health care insurance program, what do you think would be the first steps?
I am just curious, I am for it, but how would one mandate it?

Every country should have developed this type of funding for care in the community. We in England have the NHS. The problem is the system is abused because we in England refuse no one medical care from wherever they come from, consequently the system is abused and the people who actually pay in receive a lesser service because of that abuse.
Still a dammed good idea though.

Edit: You know what? no one should worry about health, yeh, your right cancer is something else but even the best health care countries have some diseases that are not caught in time. The infrastructure of the whole system and maintenance of the buildings, wages etc is generally the main killer. Where ever you work you expect some sought of pay rise as inflation rises.
Unfortunately, meeting these costs decides the type of health care you can afford. One way the rich pay there share in ratio to the poor. Problem solved.

The government would raise taxes.
The only problem with universal healthcare is that the government would milk it instead of the doctors and hospitals.Politicians who are for it need to be checked out to see what there affiliation with the healthcare system is.
The steps would be:
1) Acknowledge that we don't care about the Constitution anymore since under the 10th ammendment the federal government has no authorization to set up universal health care.
2) Raise taxes through the roof.

Canadians love it and say they get good care w/o the costs-It will cramp the styles ($$$$$$)of executives and doctors.Also, people are traveling to CUBA from the USA to get quality medical treatments as well as for training to become doctors-why?
Well, first, the bean counters and buracrats from your HMO would be replaced by ones from Washington, in fact, most of them would probably be the same people, they would just be GS-whatevers instead of private employees. Then, the governement would regulate what doctors could charge, and, since they are going to be paying it, they will set those numbers artificially low. This will drive out a lot of you private practices, even faster than frivilous lawsuits are. It will become harder to see a doctor, and US schools will produce fewer of them, as young people realize that after 4 years undergrad, 4 years of med school, a few years of residency at slave wages and long hours, a $250,000 education, there isn't a Porsche and mansion at the end of it, but a Chevy Cavilier and a 2 story house in the suburbs, because you are now basicly a government employee. We will start having to recruit second and third world nationals, like France and England, because not enough natives want to be doctors. The Feds will also decide how many appointments you can have a day, and, if you are some sort of specialist, what sort of procedures you can preform. Take for example dentists. Do you want to go to that? How about waiting 18 months to get a pacemaker, or 12 months to treat your breast or prostate cancer, those are the average wait times under Britain's National Health Services. People in Great Britain actually do something called "Medical Tourism" because waits are so long, and the private clinics, which cater to the wealthy (often the same @$$holes who say "universal healthcare is good") are to expensive.

The worst part about the whole thing is that a lot of the people pushing for this system won't actually have to use it themselves. Do you think your congressman or senator is going to have to wait if THEY need a pacemaker? Do you think that fat f*** Michael Moore will be treated by the barely english speaking Pakistani you will, 3 months after you made the appointment (that is the average wait in Great Britain for non-emergency care) or will he be at some private clinic with good doctors, paying for it himself?
If you want "universal health care", fine, move to some country where it is being done, and leave me alone. I have delt with military health care my whole life, which is basicly the same thing, and it sucks.
EDIT: for your edit. You're wrong, there will be places to go, I think I just explained that with medical tourism and private clinics for the weathy. What you won't get are new doctors, young people unwilling to put up with the cost and time required to become a doctor for the peanuts the feds will pay. And who would fund your tax incentives? Us, thats who.
