Yes, if they wanted it, they could petition for it. But why would they?? If you are under suspicion, your academic background should have nothing to do with the warrant you'll receive. During sentencing, the court could subpoena it I suppose for exculpatory evidence if you are a student.
Yes they do.
They can request your transcripts as part of an on-going criminal investigation and they can (and will) request them for a potential job applicant as well.
regarding the above post; If you have been convicted of a crime, there is no exculpatory evidence, you have already been convicted and are no longer on trial, so there would be no need for any evidence, inculpatory or exculpatory. Perhaps you mean for a sentence evaluation, in which case the judge would look at your transcripts in a (hopefully) favorable light, for a reduced sentence
For a criminal investigation? Why would they. They know how dumb you were when you commited the crime.
NOPE. Colleges will not give out this information without the students signed consent. Even a police department would need a court order for the college to release this information, which is easy enough to get if the reason is valid. They won't hand it over simply because the police say it is part of any ongoing investigation or even a job application without signed consent.
