local town hall issue these on a regular basis no need to see a lawyer as some foolish person as said application form as only got four questions on it apart from your name and address. it seems to be a stock answer on here from the yanks see a lawyer the sooner we stop make lawyers rich the better
just go to local offices and they will give you the form fill it in and it takes about six weeks to come through not very quick the spanish

You need your NIE number, its easy to get, go to a solicitor and they will do the work for you.
Go to the nearest policia nacional. They will help you. Any transaction in Spain demande an NIE.
