Nope, it is not.
If you will absolutely not get stopped by the cops and don't stab anyone, then you might get away with it.
But why do you need to carry a knife.
Hell NO.
That kind of knife are a safe trip to jail; they are "dirks or daggers" under the California knife law (defined as "readily available stabbing implement") and need to be open-carry (CONCEALED CARRING is illegal). Also some blades over 3" can get you an illiegal weapon charge. Also carring in some public areas is forbiden; the same goes for goverment buildings. And many area bann any kind of "push nives" since they are more dangerous than regular knives.
But even if it were legal to do "Open Carry" that doesn't mean the police can't stop you and give you the hard time, you can even be charged and spend many months fighting it and there is no way to know for sure if you can win. The true is that cops don't like people carring knives so they arrest everyone and let the court sort them out.
Knife laws are very tricky unlike gun laws, knife laws are not very clear in some areas and are up to whatever opinion the cops and ta DA have. Some cities in California have their own "LOCAL ORDINANCES" banning some knives and open carry so things get more complicated if you don't know the laws in your city.
So the true is that you can be stoped and charged at any time. Ussually the only 100% legal knives to carry are non-self locking penkives (like swiss army nives) as long as the blade is closed and off-hand until needed.
Self defense? Well that's even more tricky, some people have been charged even in clear cut cases of self-defense.
Read the article bellow but keep in mind that it was written in 2002 and that they cover most knives in general and not necesarily "push knives"

Knife laws are so "not very clear" and complex that sometimes I think it might be better to carry a gun (legaly of course).
