Father refused to complete will -now has Alzheimer's. Most of CD's and IRA's have POD but one fund has TOD.

Transfer on death is used for items that have titles... such as cars or boats... pay on death has to do with financial documents


The difference is that one of them the funds are to be disbursed upon his death no matter what., the other is to be transfer to a certain party and they can do with it what they like!
Maybe get a lawyer to see if you can petition your fathers assets
