How do I sign up to be executor of my Dad's small estate in California, It is too small to hire an attorney?

Answers:
You don't want to be an executor (that is of a will), you want to be an administrator (of the estate).
You do have to go to court, but it is not for power of attorney. You would file a Petition to Administer Estate.
Most superior courts in California have family law counselors who can help you do this, or at least have the information available on their web sites.

You don't "sign-up" to be an executor of an estate. You are appointed or chosen by person it regards(your father). If he is unable to make decisions and has no will, then you must petition the courts to gain power of attorney.
