Is is illegal for an Ob/Gyn to turn a patient down?

Because of "back money" they owe? (and the Back money is only around 100 dollars)

Yeah, you didn't pay for your last services, they have the right to deny you services next time you call.

If it's an emergency situation, they do have a duty to act. However, if it's just a case of a regular check up or follow up. Nope, they can deny you.
New patients are often turned away due to full patient loads; but patients already seen seldom are.

In emergency cases, go to the hospital's emergency room. If it is a serious matter that needs attending to and your doctor can't/won't fit you in for an appointment; explain the problem to the nurse and ask if there is any way for the doctor to see you immediately. Usually that will get you in. If not, ask for a referral to another doctor.
OB-GYN is probably private practice, so yes, they can refuse to see you as a patient until you are current on payments.
If it is truly an emergency, go to the ER.
