What does it mean when a federal prosecutor refers to someone as a low level target?

What is the difference between a "target" and a "low-level-target"? I have heard this term used a few times and i am assuming it means the person is not a high priority on their list.

Low level target generally means that the person is not a threat to society or themselves, such as someone who forges checks.
