I think He is a liar? The Arizona res, has rules,, just because he says he is Indian doesnt mean he owns anything ,,
You have to know what tribe he is from, and family names here in northern az we have Hopi, Navajo, Apache . I dont think any Cherokee s have any rights here,, ? You can contact the trible goverment in that area he said he is from ,, and Arizona is not a closed record state , I dont understand what you mean by that,, we can find anything out , the right to know act,, is still with us here,
So first find out what county , he is from and or call every tribal goverment in Arizona there are allot of different ones here Where is the area code he is calling from ? and what is the return address? I can help some, I live here but need more facts ,
But I have a feeling he is not telling you the truth ,, Theres alot more to having land on the reservation , then you think , and again Cherokees are really not known here,, I think OKLAHOMA IS where they are from ?

Well, since you cant hire a private dect., my idea of using a lawyer would probably be shot down. That would be my first option though! You could probably try to use the phone number you have in a reverse phone directory online to try and get an address. If it is a cell phone, you could probably get enough information to find out what carrier it is with. Being you are his wife, the company may or may not give you his other contact information depending on company policy. Usually they ask for a social security number when you have questions about the service contact so I would image that having that would help you out a bit.

I do have to say though, that if the land is on Native American Reservation Land then you are probably out of luck unless you also are a Native American. Especially if it is within the Navajo Nation in northern Arizona. I think that is technically kinda sorta considered another country, but I am not positive.

But I still would advise contacting a lawyer to find out your best options. They may have quicker ways to find him too.
Do a reverse search on the net on the phone number that will locate the immediate area he is living in, maybe even his address. Once you have found address visit the county recorder-assessors office records What assistance is available from the Bureau of Indian Affairs, this would be on your daughters behalf.
