Can telemarketers call state or federal government numbers? (i.e. national guard armory)?

Answers:
The only number they won't call is if it's on the do not call list.
A machine automatically dials the number anyways. I work at a Sheriff's Office and we get several a day. Even worse is several numbers ring into the same place, so it's hard for us to cancel the number they called because when you talk to a person, they don't even know.
Best thing to do is get on the internet and search the national "do not call" database and add the Armory's phone numbers.

Sure they can!
They should not unless the number was listed by a person as a personal number and therefore they called it.
I worked as a manager for a Telemarketing company and we were told we were not supposed to call those numbers. It could result in a min $10,000 fine for every violation
