I need to write a letter but I don't know what to say but this:
To Whom It May Concern:
Mike Brown pays rent of $175 a week to me Wendy Jones with no exceptions. This rent fee includes; shelter, gas, electric and water. He provides for his own food. If you have any questions please feel free in contacting me at123-456-7899.
I want to sound professional any ideas?

Mike Brown rents an {apartment, room, camper shell} from me at the rate of $175 per week for lodging and utilities. He has paid weekly without exception since {date}.

It sounds fine. You might want to reword the last sentence slightly: "If you have any questions, contact me at 123...".
Mike Brown pays $175 a week for rent (no exceptions) which includes gas, electric and water.
