Can one be a moral weapons designer? If yes, then how so? If no, why not?

EVEN A PIECE OF LINT FROM YOUR POCKET IS A WEAPON. If a person would recognize something for it's true value. Mace, tasers, hand-to-hand combat are all morally just. As long as there is noone who abuses the system.

A weapon is merely a tool. Many weapons are entirely defensive in nature. I would submit that a missile shield is the perfect example of such a weapon.
