Substance abuse programs and separation of church and state?

i have been to substance abuse programs adminstered by the state and have noticed them to all be about god and about god solving the problem. i would like to know about any programs to stop the use of such institutitions by the state. also about any programs that have brought this unconstitutional treatment to public's eyes.

It never ceases to amaze me the falacy that flows through peoples minds concerning the so called separation of church & state! Just last week our own President Bush meet with Pope Benedict in order to get his instructions on how to handle the subjugation of the muslim nations. The political phrase "separation of church & state" is a major deception! Lets face it, when the rubber meets the road & the politicians do not know what to do, they begin to call out to whatever god that they believe in. Every war that was ever fought was caused over religious purposes. jesus & allah are squared off against each other over in the middle east right now preparing for a nuclear was that will detrimentally effect the entire earth! If they won't get it out of thier politics or out of thier war, how do you think you will ever get thier attention to remove it from something as simple as drug treatment!

I'm pretty sure you have to accept a "Higher Power" but that doesn't mean God. Could mean to accept your fate.
These programs are usually based on AA. I believe they require you to believe in some sort of higher power. It can be anything you want (Christian, Buddhism, Hinduism, heck you can probably even believe in your cat as a higher power if you want). Anyway, the state is not promoting anyone religion over another. Besides most of these programs are actually separate, private organizations (like AA) who are not state regulated.
