are these councils and so called officers going to be trained correctly and when are(they going to be prosecuted)

They are trained. And when a person can be proved to be truly incompetent, then they can be held to account.
Sadly, what happens in cases like this, is that it is not one person or agency that had failed the child. If you look through questions on this site, there are those who are posting that they have had children taken away from them when they should not have. Papers run campaigns calling for children to be returned to parents when social services have 'stolen/abducted' them.
Yes, some one cocked up. Yes, Social Services should have done better. But remember, they do a lot of good as well. We all make mistakes, the difference is that most of us do not make mistakes in jobs where people can die.
They did slip up on this but you have forgotten about all the children who have benefited from them being investigated.

yes...its disgusting - the Social Workers have failed yet again...i remember little Jasmin Beckford..killed by her monster stepfather..i think that was the same area. She was only 10yrs old, poor little mite.
i would like to see the Social Workers held to account for their failings in this recent murder...it can not be allowed to happen again!

It's about time all public sector workers were issued (by those with 20-20 hindsight) with crystal balls so they could see foresee the outcome of every single eventuality in every single persons life with perfect accuracy.
if social services have a report of any child being neglected, it is their duty to follow this report through (not just one quick visit). They must be made to check on GP visits (every child goes to the doctor at some time), school teachers, hospital staff, neighbours - anyone who has seen the child. If they fail to do this, and a child dies they should then be prosecuted. Children are unable to defend themselves, we must look after them.
don't you ever get sick of the reply "yes we have failed in this case but we will learn lessons from it so it doesn't happen again" but it does and the social workers trot the same jargon out again //trouble is they are not trained or streetwise and your correct by asking when is one of these social workers going to pay for their negligence
