Rights without Duties?

Charlatans say there cannot be any right without duties. How, then, Human Rights are there without any corresponding Human Duties.
Are sub humans entitled to Human Rights?

Answers:
The only "duties" I am aware of are paying taxes and obeying the law where you live. The laws cover most of the rights for everything.


I think that all humans have duties - the duty to protect those less fortunate than them, to protect children to protect the Earth.

Our rights are not contingent on our carrying out those things but they do accompany those duties.
