Answers:
Well if you are talking about the US Bill of Rights, they can only be violated in the US, or in areas that are exclusively under US control.
That excludes most foreign military bases, where we share joint control with our allies. But it does not exclude Gitmo, which is held exclusively under US control by force.
So, it would have to be US . and the US military base on the island of Cuba, which is not within the country of Cuba.
As for violations -- at least 4 US citizens have been held without charges for multiple years. Plus 2 US citizens convicted based solely on association, with even the prosecution admitting no crimes had been committed -- I'll throw in the "Bong Hits 4 Jesus" case, because I think that's so wrongly decided that I'm counting it as a violation (even though, by law, it cannot be). And the (at least 4 confirmed) instances of illegal wiretapping admitted in the Michigan judgment -- that's 10 or 11 here.
Do I really need to count the violations at Gitmo?
If you are referring to the first ten amendments to the US constitution then the answer can be only one country, the US. Other countries are not bound by our constitution.
If a country does not have a bill of rights, they can not be in violation of it. You probably meant what countries are in violation of the U.S. Bill of Rights. By our standards there a lot of those. China stands out as one.
The US is the only country with the Bill of Rights. They don't mean squat in say Venezuela for example.
The Constitution has been violated, to varying degrees, since before the ink dried on it. Many of these have been minor but some have been pretty flagrant. That's why the Judicial Branch exists. Anything found in violation of the Constitution is suppose to have consequences.
the bill of rights have no bearing in other countries.
