How can we bring up morality in our Public System ?

Place morally sound people on the top most position in our public system, morality will automatically come in the whole Public system. I mean honest politicians to be made MPs & MLAs who ultimately become Minister holding the top most position in the public system.
If the corrupt politicians hanged to set example for other not to follow their way and to see that it acts as deterrent.
By praying God to take incarnation as soon as possible.
preach and practise yourself. start from your own home.
Only by levying penal or stringent monetary penalties on those responsible starting from the Minister concerned.
For brining up morality, it has to be there in first place.
Have you ever saw or noticed any morality in the public system?
