How long after harrassment charges are filed can it be dropped?

They can be dropped immediately, but if someone went so far as to file them, then likely it will not be dropped.

That the state would even follow thru with a harrassment complaint is very unlikely. to be sure though, just send a letter to the DA with the court number on it, and say you won't testify.
