When i said boss i have three Superviser, City clerk Then the Addmen he was told what happend the city clerk said to and yes i was in the right but steal got sent home

Dude -- you need to clean up your grammar and punctuation. You are difficult to understand so it is difficult for us to give you answers to your question. By the way, you can also append to your question to give it clarity.
The problem likely is that you should have asked permission, and the city clerk, who I think is who you are indicating said you could cut the bushes, should have told you to ask for permission.
Is there a legal document/guide or something like that which discusses what to do when the meter is obstructed? I am sure this isn't the first obstructed meter, and there are specific steps that must be followed.
As to being told what to do, usually that is just a cop out. If your speaking is as bad as your writing, I would guess that the clerk didn't understand what you are talking about.
It is important that you first find out what exactly you are supposed to do in that situation so that it doesn't happen again.
Then I would go to your ?Addmen? or whoever is the top person, and make sure that he/she understands you did as you were told and let them know you want to file a complaint.
