Child support question?

My husband and I were trying to file child support against his birth mom. She has to pay for her other two kids that the state took. When we tried to get some child support they said that she didn't make enough to pay to his son. Why dose the state get child support from her ,but not her son who lives with us? We live in the state of Wisconsin.

The state gets theirs because it is in their best interest to do so. The states have a system in place, a system that is encouraged by the federal government. here is how.
The state collects money from the non-custodial parent and acts as a conduit to pay the custodial parent. They do this because for every dollar that flows through their system is matched by another dollar from Uncle Sam. It does not matter of the custodial and non-custodial parent had been working things out amicably prior. The state will take over the collections and redirections. Often with disasterous results. because the state is matched by the feds on the money processed, there is huge incentive to get as much money from the people, and a huge incentive to not correct any errors (provided the error is in favor of the state). The state also assigns itself as recipient of any child support payments if the custodial parent ever uses social services. This is so they can recoup their costs. Social services obviously include welfare, food stamps, but could also include social services calls and referrals to doctors, dentists.
Basically, the state is not acting in the best interst of the child, even though they state they are. The state is acting in the best interests of the state.
