Can an American resident marry a Cuban and bring her to the U.S or do you have to be a citizen?

Can an American resident marry a Cuban and bring her to the U.S or do you have to be a citizen? Were both 17 years old and been going out for 3 years but I left Cuba 5 years ago (do the math ,its worth it) So I being a resident I can travel to Cuba legally and marry her then do some legal paperwork and then claim her? or do I have to be a citizen in order to do that?

You have to be a citizen and even if you were that is not a gaurentee and she would need to be here and you guys would need to get married in the USA

Even if you were an American citizen, there would be a long wait and much paperwork. Also, you're not even of legal age in the USA.
