Can an American resident marry a Cuban and bring her to the U.S or do you have to be a citizen? Were both 17 years old and been going out for 3 years but I left Cuba 5 years ago (do the math ,its worth it) So I being a resident I can travel to Cuba legally and marry her then do some legal paperwork and then claim her? or do I have to be a citizen in order to do that?

You can marry a cuban, but the US government doesn't allow transfers to pay the $3000 the cuban government requires to give exit visas.
The human rights say anybody may freely exit/reenter his country, su cuba is doing something illegal worldwide, like ransoms to release hostages, so the US doesn't allow this.
Be careful, 90% of cuban women taken abroad divorce in the first months, so you are statistically likely to be used just to get out of cuba.

Yes, you can. The only problem is that there's a waiting period for the spouse of a permanent resident. Right now it takes just over 5 years for the visa to be issued.
