If a police officer says he will get even with you .. is this a threat?

To an extent. If he says anything specific then yes, In most states its called a "terroristic threat"


What was the context? Is the police officer your husband, and you put shaving cream in his shoes? That would not be illegal.

I would say all in all, if you didn't know the individual prior to the incident, and they said that, yes, I would make a phone call to complain...and send a letter, CC to the mayor of the town.
