When did local authorities begin ,asking poeple to sell there homes to fund healthcare homes?

Am I right in thinking this is now history and that it no longer applies? Seen something about it on TV some months ago.

a few years ago. It is an absurd system
There is a way around this if you have a family and they live with you you can sign whole estate over to that person and still stay in house and you cant be made to sell as you don't own the house.
