Is it legal to walk around with a Baton for self defense when you are not a law enforcement officer?

You would probably be better off getting pepper spray or mace. Just make sure you can legally carry it wherever you are living.
It depends on the state/country, and what laws are in effect.

Certain exceptions may also be made for security guards and such. But again that depends on the specific jurisdiction.

Yes, it is. You are not trained in the art of using it. There are certain things that a baton can be used for okay. Only people trained with it know.
