Connecticut consumer law?

Could someone direct me to the website that contains Connecticut law that states: when an item is scanned incorrectly that item is free to the consumer. Does this law work in reverse. I purchased an item that scanned at a lower price. The cashier then manually entered the higher, marked price and charged me. Does she have to give me the lower of the scanned or marked price?
