NJ public schools are funded by local property taxes. Property taxes in NJ are the highest in the US. How do you cut taxes while having a well-funded school system? There have been several proposals in the past that would radically cut the number of administrative staff in school districts, as well as merge a number of districts, to reduce costs. However nothing came of it because of local towns' traditions of "home rule," in which each town has a legal right to maintain its own school district no matter how small the town.
