what can i do if someone uses my name for a bill if i was under age and was not living in the state

You can contact the company and let them know that someone stole your identity when you were under age. As a minor you cannot enter into a contract, therefore they cannot pursue you for it. If it is on your credit report you can dispute it with each of the three credit reference agencies.
Well you wouldn't be held responsible anyway because you can't legally enter into a contract when you're under 18. But contact the company and the credit bureau to report it and try to get it repaired so you don't have bad credit on your 18th birthday.
