Should there be a national bar exam?
Should there be a test where, if passed, the person is able to practice law in all 50 states and the District of Columbia in lieu of the current system where the bar exam is administered by each state?

There is for patent attorneys. Would be difficult because of state differences, especially Louisiana which has Napolianic Code, not English system. It is possible could have part national and part state.
No, because laws are different in each state.
The majority of law is at state level so that would be quite the federal bar exam if you had to have indepth knowledge of all 50 States varying laws plus the federal laws.
I doubt that very many people would ever pass that exam and it would be a waste of money in setting up the system that would administer it.

No. Because that would make it easy for foreign lawyers to practice in the U.S. The legal profession would be flooded with H-1B lawyers.
Lawyers only want H-1B visas to screw people in other professions. Not their own.
