Who, if anyone, should I report this to?
The house a couple of doors away from me is for sale (actually, its sold), but the previous owners are dead, so its currently empty.
I noticed that a local boy and his friend are definitely hanging around in the garden, if not breaking into the actual house.
Should I report this and, if so, to who?

The local police need to be contacted. The boys are loitering and trespassing, if not actually breaking and entering.

Call the police, you don't have to give your name. You should also contact the estate agent dealing with the sale.
Phone the council, and tell them about the boys, so what if you seem a nosey neighbour, they may have a patrol that keep an eye on the place. If no joy with the council try the police, but don't be surprised if they don't do anything!

you need to confront these boys and find out what they are doing,if you get no satisfaction from them go to your local police station and report this.
Let your Local Police Station know. Also if you know any of the relatives who are selling the house maybe you should Contact them as well or maybe let the Estate Agents know and they can get in contact with the sellers of the house!

Your local Safer Neighbourhoods Team. Try a Google search or ring your local police station and ask who to speak to. The Safer Neighbourhoods agenda is about community safety and addressing both crime and antisocial behaviour, so they should be interested in what sounds like at least borderline crime.
