im 16 and a resident of california...but im not a citizen
my drivers ed teacher said we need a social security number to take the permit test but i dont have one. can i still take the test?

You must have been not legal in this country. Because when you enter the country, you have to get one card after 4 weeks.
If you are a legal resident, then yes.
You would provide a copy of your immigration documentation showing that you are a legal resident.
Under federal laws, as long as you as legal, you cannot be denied based on your immigration status.

You'll have to have some sort of papers to show your legal status (like, that you're a legal alien.)
If you're not here legally, you may or may not be able to get a driver's license, but you probably won't be able to get a learner's permit.
Which, I suppose, would mean you'd have to go to another country, get a license there, and come back here to get a license.
But if you can show your status, you MAY be able to get a permit...but check with your local driver's license office (usually the DMV, though the name is sometimes different from place to place) to see what they require.
And while you're at it, get a booklet on what you need to know for the driver's license tests. You'll need that anyway.

You will need the equivalent of a social security number to pay income taxes, to open a bank account, to get a job, buy auto insurance, to get a driver's license, to own a car & register it to drive in USA, to buy a home or rent an apartment, get help at a hospital or doctor office, attend university. no. why don't you apply for one? you are a resident so it is about time to do it. you don't have to be a citizen to have a social security number. as long you have your resident permit (greencard), you can still get one. log on to www.socialsecurity.gov
