Why doesn't the summer food lunch program have to abey the laws like others?
O. K. If my 15 years old son wants a job at Burger King or serving up Ice Cream he has to have a food handlers card. Fair enough, right? Well the Federal funded lunch program in the Park behind my house seems to have hired people that so not speak English , so there fore I doubt that they are required to have food handlers cards , and they are not wearing plastic gloves while passing out food. So why the double standard? I bet a local business could do better and reduce their tax debt. Who will step up with me?

First, your logic is idiotic -- because they don't speak English they don't have their food handler's permit? I've worked in plenty of restaurants where the workers didn't speak much English but had their food handler's permit. And if you think that food handler's permits cost so much money to businesses, you're wrong. Often the classes are free. Finally, you need to learn to speak English yourself. Your grammar and spelling are pathetic - - "abey"? really?
