How do you collect on a court ordered civil judgment from someone in TN who works on a cash basis only?
He has no traceable income, and so far has not attempted to make a payment within 3 months.

Many people win claims in civil courts and never collect on them. The court can award you the judgment, you can win the case, but collecting is up to you
I should be on the county records showing as a judgment against him. I would try to have it entered on his credit report. Also make sure you know what the statue of limitations are. Some places require you to refile a judgment or lien after so many years. If you don't it comes off the record. If he has any kind of property file a lien against it right away.
Talk to the clerk at you county records office. They should be able to offer some guidance or refer you to someone that can.
Put a lien on her possession.
depends how much he owes. If is not much, then you're probably spend more on attorneys to investigate and catch his way of income.
The court would have to issue an order seizing property or otherwise compelling him to pay -- and enforcement may be difficult.
