Is there a consumers rights group i can contact about fraud?

Answers:
In the UK it would be either your local Trading Standards or the Police.

fraud? what kind? if you think someone defrauded you, contact an attorney.
If you are in the UK - you could go to your local Citizen's Advice Bureau and ask them to advise you.
maybe.if not, theres always somebody...
Who has been defrauded? Fraud (against an individual or company) is a crime and a police matter. If the fraud you suffered was committed by a company or a sole trader you could also contact the trading standards office at your local town hall. Trading standards can provide excellent high quality legal advice for free by the council's own solicitors.

Where the government is the victim of the fraud, it is a matter for Her Majesty's Revenue and Customs (HMRC).
