It is legal (and regulated) in the Scandinavian countries.
In Japan, prostitution is prohibited by the Anti-Prostitution Law of 1956. But this defines only physical intercourse and leaves out oral-sex etc. It is also not clear in the law as to what the actual penalty is for Prostitution, though it provides for a penalty.
Why? Are you looking to hook up with some prostitues?

They are mostly in the Netherlands, one of them is Coppenhaugen, Denmark...etc so you could start from there, why haven't found one yet in your native US of A?
Along with Germany, France, England, Holland, Spain one can include the US...try Las Vegas.
Think America tops the list.
There's also a movement in Canada to legalize prostitution.

I live in Australia and prostitution is legal and regulated here. We have legal brothels in industrial zones and call girl services.
I used to live in Germany, an it was legal and regulated there too. Plenty of brothels.
It's definatly legal in the Netherlands too.
Regulated is good. The girls must get regular health checks , condoms must be worn, there are panic buttons by the beds so if you get weird a bouncer comes.

Prostitution is legal in Costa Rica. It might be illegal on the books in the Philippines, Thailand, and Brazil, but it is de facto legal in those countries as well.
