Is it legal to drop water balloons out of an airplane?
I want to fly over a yard in a noncommercial Cesna airplane over a residential area and hit a target about 60,000 sq. ft
at 500 ft elevation. Is it illegal to drop things out of a small airplane? Under what conditions? Would it be hard to pull off?

probably illegal unless you have a permit to do so. Which means you would have to be making a movie or documentary or something.
If you hit someone with anything from that height there is a good chance you will seriously hurt them
It's probably illegal, but it probably won't work anyway. The balloons will break as soon as you throw them out because you're going so fast that the wind will hit them.
It's illegal to drop water ballons anywhere in public. You are endangering the public. Lord helps you if you hit someone. It would be considered assualt. At 500 ft elevation it might even be considered assualt with a deadly weapon.
