Does Virginia have any laws about drag pipes?

I was riding through Virginia to get to Tennessee and i was pulled over for my drag pipes. He said they were too loud and wrote me a ticket without a prior warning. Is this actually a law or is he just trying to meet a quota??

Virginia is super strict on what they allow on a vehicle. Yes they are illegal. You can't have your windows too dark or they give you a ticket. If you have the lights underneath your car, you'll get a ticket for that.
