I dont have the funds to pay for the cost of taking someone to court?
i got ripped off 1200 dollors on a cell phone bill by someone i thought was a friend i cant afford the cost to pay for cout( i am on ssi) is the some place i can go or some one i can talk to for help ...i live near erie pa.

This is probably in the range of a "small claims" type court. I say _type_ because the system varies from state-to-state with different thresholds. (.e.g NJ has small claims then special civil part .) A small claims case does not generally use lawyers and typcially costs about $30. You probably can even get that fee waived if you can show you are not able to pay that.
I also point out that you can adjust your case to the limits of the court. Let's say the limit for small claims in your jurisidiction is $1,000. You could sue for $1,000 in that court. Just give up the extra $200.
Try your local legal aid. They might be able to help you are point you in the direction of someone who can.
Thats a smalls claim issue, so go to the small claims court in your city and see if you can get a fee waiver. I'm in Chicago and you can get it in small claims court if you do not work or do not make much money. Everything is done in one day here, it usually takes a few minutes or no more than 30 minutes for them to decide on if the fee is waived or not.
You probably can handle the case on your own in a small claims court for a very low fee. Contact your local court and ask if they have a small claims division.
Join the crowd. I had an entire business stolen from me and I'm out $20,000 because of it and the local cops were too lazy to go after the thief.
