not sure, but hey why not. We all have the right to live in our country as well as leave it. The Founding fathers said that. But now they make it so damn hard because of the stupid terrorists and cooks with fake identities
I should think so. Why wouldn't we want convicted felons to be able to leave the country? It's not like we need them here.

Actually, that is entirely up to the discretion of the Passport Agency. But yes, it is possible.
