Answers:
Do not cash the check.
It is a scam... Unless you've been to Switzerland recently to enter the lottery (and you pre-arranged for them to call you when you won).
Really, if you cash the check to pay them the "processing fee," you will be out the processing fee, and then your bank will let you know later that the check they sent was bad, and they'll take that money back, too. You will not be able to track down the scam artists.
As a part of the scam, you may also be asked to provide some personal information to verify who you are (and, subsequently, allow them to steal your financial identity).
No matter what their game is, YOU will be the one to lose if you cash the check.
Some banks and some police departments investigate these scams. Most do not since they originate overseas. You may just contact your bank or your local police to see if they want the letter and check for evidence. Otherwise, shred it and be happy to know that you avoided becoming another donor to the scammers pockets.

It lists De Lotto Switzerland as a lottery scam. You will also find information better explaining these scams and ways to report them.
So glad you asked the question before heading to the bank.
Take care.
Scam. Shred and discard.
Scam. If I believed all the European lottery emails I've received just this week, I'd have won enough to pay off the national debt of the United States.
