Am I entitiled to retro pay by law in California?

My annual review was due 6 months ago in February. I barely got it today . Am i entiteled to retro pay for those six months by law. My company is kind of shady.

Absolutely not. They have no obligation to give you a review at all. Also, they have no obligation to give you a raise, either then or now, regardless of your review.
NO, you aren't "entitled" to anything in the country but to be paid an agreed rate by your employer. If you don't like that rate you are entitled to quit and get a new job.

Since they are not required to give you a raise, you are not required to get retro pay. Most companies offer this to even out the fact that some supervisors are slow, but it is a benefit.
