Another question concerning laws and marriages?

Apparently I wasn't clear in last question.
If the parents arrange a marriage and are being faithful to their religion/culture, and obviously approve of the marriage, the two are willing to be married and have not had any realtions beforehand, is this legal if the girl is under 16? I thought that the government tended to be leniant with people of different religious and ethnic backgrounds, and their traditions? Maybe I'm wrong?

Answers:
As long as the marriage doesn't violate state laws a couple can marry. There is no federal marriage law, thank Goddess.
